In the framework of regionalization debates during the INTERPOL General Assembly, held in 1984, was declared the intention to create the South America Subregional Bureau. It was decided to discuss this issue in the 10th American Regional Conference, in May 1986, Buenos Aires / Argentina.

The Regional Conference discussed the creation of a Liaison Office for South America, in which a Working Group was formed in order to analyze what would be the functional role, how this integration would occur and the legal framework of this Bureau.

Once the Working Group Report was done and after many proceedings, the Argentina Nation Congress passed Law number 24.186 dated 09/12/1992, which approved the agreement between OIPC-INTERPOL and Argentina, establishing Buenos Aires as the Subregional Bureau Headquarter with their respective immunities, jurisdiction, files and site. This law was endorsed by the Argentine Executive Power´s Decree number 2700, dated 20/12/1992.
