Dear Colleagues, friends, ladies and gentlemen,

Hong Kong, the Special Administrative Region of the People’s Republic of China, also known universally as 'the Pearl of the East', is proud to receive the 20th INTERPOL Asian Regional Conference. On my personal behalf and on behalf of the Ministry of Public Security of China, I hereby give my warmest congratulations to the opening of the Conference, my most sincere welcome to all colleagues and guests who have come a long way!

With the continual improvement in operational capability, resources and standard of service in recent years to meet the actual needs of the member states, the INTERPOL is extensively recognized for its uniqueness in combating transnational crimes. Looking back on the past, the INTERPOL’s achievement is encouraging. Looking ahead, we are brimming with confidence.

Asia and South Pacific Region have become one the most potential areas in the world. As a result of the globalization of regional economy, countries in the same region often share issues of common interest when dealing with trans-national crime. Cooperation, therefore, is essential and imperative.

The purpose of this biennial INTERPOL Asian Regional Conference is to provide an effective platform for all parties concerned in enhancing understanding, strengthening relationship, sharing experience and planning for the future. With the efforts of all parties concerned, topics discussed in the meeting are more pertinent to actual needs and suggestions raised are more pragmatic. All these are positive contributions to the development of a better policing cooperation in the Region.

In recent years, the Chinese Government has pursued the guiding principle of 'keeping terms and company with the neighbours'. The policies of 'good neighbourliness', 'ensuring security and tranquility with the neighbours' as well as 'enriching the neighbours' have also been adopted. The aim is to improve the cooperation, mutual understanding and trust with countries in Asia and South Pacific Region.

Under the INTERPOL’s framework, the police in China have been working closely with all member-countries (especially with the police in the Region) with a view to tackling the increasing conventional and non-conventional threats. The successful international police cooperation is attributable to the close coordination and mutual support among us.

I would like to take this opportunity to express, on behalf of the Ministry of Public Security, our heartfelt thanks to all colleagues and friends for your support! To sustain an effective prevention and fight against various transnational criminal activities, we are willing to continue to go deeper in our cooperation with the INTERPOL, work hand in hand with the member countries and to perfect the level of law enforcement cooperation in the region in the days of come.

As you all know, the 29th Olympic Games which attracts world attention is to be held in Beijing in this August. Hosting the Olympics has been an anticipation of enduring significance for the Chinese. The people as well as the Government of China have solemnly undertaken to make the 2008 Beijing Olympics a 'characteristic and high standard' event.

Security has been the most crucial factor to the success of the Olympic Games. With close liaison and joint efforts of all countries and parties concerned, the security work for the Beijing Olympics is progressing sturdily, effectively and deeply. The Government and law enforcement authorities in China are determined in and capable of realizing the goal of a 'peaceful Olympics'.

May I, once again, take this opportunity to express my thankfulness on behalf of the Ministry of Public Security to all colleagues and friends for your full support to the security work for the Beijing Olympics. I also expect that, in the days to come, we can step up exchange and cooperation to create a harmonious and safe environment indispensable to the success of the Games.

Last but not least, may I wish this Conference complete success!
