Interpol's support for regional policing initiatives


The ICPO-Interpol General Assembly, meeting in Rio de Janeiro, Brazil, from 19 to 22 September 2006 at its 75th session:

HAVING IN MIND regional police initiatives and the needs of entities such as the Central Asian Regional Information and Coordination Center (CARICC), Gulfpol, Aseanapol, the Pacific Transnational Crime Co-ordination Center (PTCCC), European Agency for the Management of Operational Cooperation at the External Borders of the Member States of the European Union (Frontex) and other such regional law enforcement initiatives which have been brought to the attention of the Organization in the interests of enhancing police co-operation,

CONSIDERING therefore the potential needs and the action required to establish specific arrangements with CARRIC, Gulfpol, Aseanapol, PTCCC, Frontex or other regional law enforcement initiatives for enhanced law enforcement co-operation on a regional basis,

WELCOMING the fact that such specific regional arrangements are consistent with the regionalization objectives set out in Article 3 of the Terms of Reference for Regional Conferences, adopted by the General Assembly at its 73rd session (Cancún, 2004) by Resolution AG-2004-RES-10,

RECALLING that the Organization's aim to ensure and promote the widest possible mutual co-operation between all criminal police authorities as well as to establish and develop all institutions likely to contribute effectively to the prevention and suppression of ordinary law crimes (Article 2), also encompasses the promotion of mutual co-operation with international and regional police authorities,

ACKNOWLEDGING the need to ensure appropriate support for such arrangements, whenever they become operational,

CONSIDERING the provisions of the Constitution, in particular Articles 8 (f), 11, and 22(e),

RESOLVES to:

  1. TASK the Secretary General to design the most efficient ways for the Organization to support, as soon as possible, the initiatives of CARRIC, Gulfpol, Aseanapol, PTCCC, Frontex and other regional law enforcement initiatives with a view to enhancing police co-operation at the operational level;

  2. TASK the Executive Committee to examine when applicable, the agreements pertaining to relations with the above-mentioned regional organizations, designed by the Secretary General and, where required by the Organization's rules, to exercise its powers to provide the necessary authorizations required from the Executive Committee in order to make such arrangements operational as soon as possible;

  3. AUTHORIZE the Executive Committee, between General Assembly sessions, when justified and necessary in order to ensure timely support by the Organization for effective regional or sub-regional police co-operation, to temporarily approve, when possible, agreements with the above - mentioned regional organizations, subject to the approval of the following General Assembly with regard to any continuation of the agreements after the said General Assembly, and provided that such agreements are in conformity with the Rules Governing Access by an Intergovernmental Organization to the Interpol Telecommunications Network and Databases, adopted by the General Assembly during its 70th session (Budapest, 2001), by Resolution AG-2001-RES-08.
