Enhanced access to the Interpol Stolen Travel Document Database for border control purposes
|
The ICPO-Interpol General Assembly, meeting in Berlin, Germany, from 19 to 22 September 2005 at its 74th session,
BEARING IN MIND the need to use widely the shared information on stolen travel documents in order to prevent all forms of crime, in particular terrorism,
ALSO BEARING IN MIND the need clearly expressed by many member countries to systematically consult such information at border control points, such as airports, frontier passages and ports,
EMPHASIZING that this initiative is fully supported by regional Chiefs of Police networks in different Interpol regions, such as the European Union Chiefs of Police Task Force, the Eastern Africa Police Chiefs Co-operation Organisation (
EAPCCO),
the Southern African Regional Police Chiefs Co-operation Organisation (SARPCCO), the West African Police Chiefs Committee (WAPCCO), the Central African Police Chiefs Committee (CAPCCO) and widely supported by various international organizations, including G8, European Union, the Organization for the Security and the Cooperation in Europe - OSCE, Asian Pacific Economic Cooperation – APEC, the International Civil Aviation Organization - ICAO as well as the United Nations Security Council through its Resolution 1617 (July 2005)
RECALLING that Resolution AG-2004-RES-02 adopted in Cancún, 2004, urged member countries to actively contribute to the Stolen Travel Document Database which by end of July 2005, contained over 7.7 million records,
ACKNOWLEDGING that the General Secretariat is able to offer a range of different solutions to make the Interpol Stolen Travel Document Database rapidly available to border control points, taking into account varying technical, operational and legal national frameworks and in accordance with authorization by National Central Bureaus,
URGES member countries to urgently make available the Interpol Stolen Travel Document Database to competent law enforcement agencies for use in border control, and
APPROVES the plan to make new technical solutions for using the Interpol Stolen Travel Document Database for border control purposes available to member countries in a phased approach starting in October 2005, as presented by the General Secretariat.
