Resolution No AG-2004-RES-15

General conditions governing access to orange notices by international organizations


The ICPO-Interpol General Assembly, meeting in Cancún from 5 to 8 October 2004 at its 73rd session:

RECALLING the aims of the Organization as defined in Article 2 of its Constitution,

BEARING IN MIND report AG-2004-RAP-26 proposing a legal instrument for international organizations on the communication of information relating to imminent threats,

ACKNOWLEDGING that the intergovernmental organizations listed at Appendix 1 to the said report may be the target of threats posing an imminent and serious danger to persons and/or property,

ALSO ACKNOWLEDGING that the International Committee of the Red Cross, the International Federation of Red Cross and Red Crescent Societies, and the International Olympic Committee are also likely to be the target of such threats,

FURTHER ACKNOWLEDGING that such threats are linked with acts of terrorism,

APPROVES the conclusions of Report AG-2004-RAP-26 on the need to facilitate the communication of information about such threats in order to fight terrorism and prevent it from spreading;

APPROVES the establishment of the instrument to be known as 'General conditions governing access to orange notices by international organizations' listed at Appendix 2 of Report AG-2004-RAP-26;

INVITES the intergovernmental organizations listed at Appendix 1 to the said report, together with the three organizations mentioned above, to notify the Organization of their acceptance of the said instrument;

DESIGNATES the Secretary General as depositary for the acceptance agreements of the said organizations;

EMPOWERS the Secretary General to accept all notifications of acceptance of the General Conditions made by the intergovernmental organizations listed in Appendix 1 to the above report and by the three organizations mentioned above;

EMPOWERS the Secretary General to grant other intergovernmental organizations temporary access to orange notices in urgent situations, and on condition that the General Conditions in Appendix 2 are accepted and that the subsequent approval of the General Assembly is obtained;

ASKS the Secretary General to report on any access temporarily granted to an intergovernmental organization.
