Regional Conferences
|
BEARING IN MIND the various resolutions dealing with the Organization's regionalization
policy,
CONSIDERING that the new provisions of Article 52 of the General Regulations
de facto deprive a large number of member countries of the right to be represented
at regional conferences,
ALSO CONSIDERING that institutional status should be given to the existence
and functioning of regional conferences because of the importance they have
acquired during the course of time,
HAVING STUDIED Report AGN/66/RAP. No. 3, submitted by the Executive Committee,
and approving the terms thereof,
BEARING IN MIND the opinion expressed by the ad hoc committee in application
of Article 56 of the General Regulations,
The ICPO-Interpol General Assembly, meeting in New Delhi from 15th to 21st
October 1997 at its 66th session:
ADOPTS Resolution AGN/66/RES/2 amending Article 11 of the Organization's Constitution
and Articles 35, 36 and 37 of the General Regulations, as given below;
STATES that the texts thus modified shall enter into force with immediate effect.
CONSTITUTION
ARTICLE 11
Article 11 shall read as follows:
11.1 The General Assembly may, when in session, set up special committees
for dealing with particular matters (no change).
11.2 It may also decide to hold regional conferences between two General
Assembly sessions.
GENERAL REGULATIONS
ARTICLE 35
Article 35 shall read as follows:
35.1 At each session, the Assembly shall form such committees as it deems
necessary. On the proposal of the President, it shall allocate work relative
to the various items on the agenda to each committee (no change).
35.2 When it decides to create a regional conference, the General Assembly
shall delegate to the latter the power to fix the date, place and conditions
of its meetings, taking into account the proposals of member countries. If
the regional conference does not take the appropriate decisions, the General
Assembly shall take them.
ARTICLE 36
Article 36 shall read as follows:
36.1 Each committee shall elect its own chairman. Each committee member shall
have the right to vote. Meetings of the committees shall be subject to the
same rules as the plenary ses-sions of the Assembly (no change).
36.2 The provisions of paragraph 1 of the present Article shall also apply
to regional conferences.
ARTICLE 37
Article 37 shall read as follows:
37.1 The chairman of each committee or a reporter nominated by it shall render
a verbal account of its work to the Assembly (no change).
37.2 The chairmen of regional conferences may also transmit recommendations
made by the conferences to the General Secretariat which shall be responsible
for co-ordinating any proposed resolutions to be submitted to the General
Assembly.
