Choice of General Assembly meeting place: Modification of procedure

MINDFUL of Resolution AGN/65/RES/15 approving the terms of Report AGN/65/RAP. No. 20 appended to the said Resolution and entitled "Organization of Interpol General Assembly sessions: Specifications" and "Special Agreement on the ICPO-Interpol's privileges and immunities during the Executive Committee meeting and General Assembly session to be held in ...",

CONSIDERING that the legal and material aspects of organizing a General Assembly session mean that it should be possible to choose the place where a General Assembly session is to be held two years in advance,

NOTING THE CONTENTS OF Report AGN/66/RAP. No. 2 submitted by the Executive Committee and approving the terms of that Report,

TAKING ACCOUNT OF the opinion expressed by the ad hoc Committee, in application of Article 56 of the General Regulations,

The ICPO-Interpol General Assembly, meeting in New Delhi from 15th to 21st October 1997 at its 66th session:

ADOPTS Resolution AGN/66/RES/1 modifying Article 12 of the Organization's Constitution and Articles 3 and 18 of the Rules of Procedure of the General Assembly, as drafted below;

STATES that the texts thus modified shall come into force with immediate effect;

CONSEQUENTLY DECIDES that the General Assembly may choose, during its present session, the places where the 1998 and 1999 General Assembly sessions shall be held.


CONSTITUTION

Article 12

Article 12 is amended as follows:

12.1 At the end of each session, the General Assembly shall choose the place where it will meet for its next session.

12.2 The General Assembly may also decide where it will meet for its session in two years time, if one or more countries have issued invitations to host that session.

12.3 If circumstances make it impossible or inadvisable for a session to be held in the chosen meeting place, the General Assembly may decide to choose another meeting place for the following year.

 

RULES OF PROCEDURE OF THE GENERAL ASSEMBLY

Article 3
Place of sessions

(1) In conformity with Article 12 of the Constitution, the General Assembly shall choose where its sessions shall be held.

(2) and (3) unchanged

(4) In conformity with Article 12 of the Constitution and Article 5 of the General Regulations, the General Assembly or the Executive Committee, when the General Assembly is not in session, may decide to choose another meeting place if they consider that circumstances make it impossible or inadvisable to hold the General Assembly in the meeting places chosen at previous sessions.

(5) If the Executive Committee takes such a decision, the member countries must be informed immediately.

The former (5) becomes (6), the wording remaining the same.


Article 18
Seating of delegations

(1) In the conference hall where the General Assembly meets in plenary session, only five members of each delegation may be seated behind their country's name plate; however, at the request of the head of the delegation concerned, two additional seats may be allocated to delegates representing the Sub-Bureau of the NCB of the country concerned. Participation at the General Assembly proceedings by other members of the delegation will be arranged to fit in with the conference hall layout.

(2) Each year, at the penultimate session of the Executive Committee prior to the General Assembly session, the President shall draw lots (a letter of the alphabet) to decide which country's delegation shall be seated in the first place. Seating for the other delegations shall then follow in alphabetical order.

The modifications made to Article 12 of the Constitution and Articles 3, 4 and 18 of the Rules of Procedure of the General Assembly are highlighted in bold italics.

The final versions of these articles are therefore as follows:
