Resolution No AG-2006-RES-08 

The need to alert the global law enforcement community about dangerous escaped criminals, including terrorists


The ICPO-Interpol General Assembly, meeting in Rio de Janeiro, Brazil, from 19 to 22 September 2006 at its 75th session:

CONCERNED about the threats posed to the lives and safety of citizens around the world when terrorists or other dangerous criminals escape from prison,

NOTING that, during the past year, dangerous criminals have escaped from prison, including convicted al- Qaeda terrorists,

NOTING the immediate action taken by Interpol’s Command and Co-ordination Centre to alert member countries of these escapes,

RECOGNIZING that Interpol is the only organization capable of instantly alerting law enforcement around the world through its National Central Bureaus that escaped terrorists or other dangerous criminals are on the loose, and is the only organization capable of instantly providing law enforcement worldwide with the photographs and fingerprints that will help them identify, locate, and apprehend the escaped prisoners,

URGES member countries to:

  • Immediately inform other member countries via Interpol’s General Secretariat whenever there are escapes of suspected or convicted terrorists or other criminals who could pose a danger to the police and citizens of any country to which the escaped prisoners might flee;
  • Immediately, whenever such an escape occurs, issue a diffusion to other member countries via Interpol’s General Secretariat and provide the General Secretariat with the information it needs to issue a global security alert (Orange Notice) and Red or Blue Notices, thus enabling law enforcement worldwide to identify, locate, and apprehend the escaped prisoners;
